To this end, the circular proposes 12 measures, including strengthening the responsibility for energy conservation and emission reduction targets, adjusting and optimizing the industrial structure, speeding up the implementation of key projects, promoting energy conservation in key areas, promoting the emission reduction of major pollutants, vigorously developing circular economy, speeding up the development and promotion of energy conservation and emission reduction technologies and products, improving economic policies for energy conservation and emission reduction, implementing market-oriented mechanisms for energy conservation and emission reduction, strengthening management and supervision, and national actions for energy conservation and emission reduction. These initiatives have been clearly by the Development and Reform Commission, the Ministry of Environmental Protection, the Energy Bureau and other relevant departments responsible for the division of labor.

The National Development and Reform Commission stated that all regions should strengthen the use of assessment results and implement rewards and punishments; regions where the progress of energy conservation and emission reduction lags behind and there is a trend of "loosening the front and tightening the back" should readjust their annual targets for the next three years and make relevant work arrangements. Among them, the Ministry of Industry and Information Technology, the National Energy Administration and other departments will be responsible for promoting the elimination of backward production capacity. The National Development and Reform Commission requires that in conjunction with the work of resolving the contradiction of overcapacity, focusing on industries with serious overcapacity such as steel, cement, electrolytic aluminum, and flat glass, the task should be decomposed and implemented to specific enterprises as soon as possible and the list of enterprises should be announced, and supervision and inspection should be strengthened. The backward equipment (production lines) included in the announcement will be shut down by the end of September this year, completely dismantled before the end of December, and cannot be transferred.

To this end, China will eliminate more than 2 million kilowatts of thermal power, 2.63 million tons of ironmaking, 7.81 million tons of steelmaking, 73.45 million tons of cement, 273000 tons of electrolytic aluminum, 45 million tons of coal and 14.05 million tons of coke.

The National Development and Reform Commission also requires the improvement of economic policies for energy conservation and emission reduction, the adjustment and improvement of the price formation mechanism of refined oil and natural gas, and the strict implementation of differential electricity prices, punitive electricity prices, desulfurization electricity prices and denitrification electricity prices; the implementation of residential electricity tiered prices, the implementation of residential water, gas use tiered prices and non-residential water consumption over quota progressive price increase policy.

At the same time, the National Development and Reform Commission also requires the implementation of a differentiated sewage charging policy, increase the sewage charges for major pollutants and heavy metal pollutants in sewage and waste gas, promote the reform of garbage treatment charging methods, and study and formulate regulations on the management of emission rights trading prices. Appropriately adjust the collection standards of surface water and groundwater water resources fees, and implement the system of collecting water resources fees in excess of the planned quota.

Fully support energy-saving and green environmental protection industry

The reporter noted that this year's energy conservation and emission reduction work has detailed and quantitative tasks in optimizing the energy structure, and the support attitude for new energy and green energy-saving industries is obvious. It can be said that this is a "big red envelope" for "energy-saving and green environmental protection industry", which is bound to bring benefits to relevant enterprises, especially leading enterprises.

For example, in terms of adjusting and optimizing the energy structure, the notice proposes to start construction of more than 20 million kilowatts of hydropower under the premise of protecting the ecology and resettlement, and start construction of nuclear power 3.35 million kilowatts on the basis of ensuring safety. The installed capacity of wind power and solar power stations reached respectively. 80 million kilowatts and 16 million kilowatts.

In addition, the notice proposes to continue to implement the "Green Building Action Plan", implement green building actions, urge all localities to formulate green building action implementation plans, clarify goals and tasks, and build more than 50 million square meters of green buildings throughout the year; promote the creation of green ecological cities. Completed the heating metering and energy-saving renovation of 0.15 billion square meters of existing residential buildings in the northern heating area, and 12 million square meters of energy-saving renovation of existing residential buildings in hot summer and cold winter areas.

In order to increase the control of fine particulate matter (PM2.5), the notice also proposes to carry out pilot projects for total coal consumption control in the Beijing-Tianjin-Hebei, Yangtze River Delta, Pearl River Delta and Shandong urban agglomerations, accelerate the alternative utilization of clean energy, and accelerate coal-fired boilers and kilns., Natural gas transformation of self-provided coal-fired power stations.

The circular also requires that the "ten thousand" demonstration action of circular economy should be continued. In 2013, 20 circular economy demonstration cities (counties), 10 national "urban mineral" demonstration bases, 17 urban pilot projects for resource utilization of kitchen waste, 28 remanufacturing pilot projects, and 20 park recycling transformation will be launched. In addition, we will continue to implement the project of benefiting the people with energy-saving products, promote 0.13 billion high-efficiency lighting products, 1 million energy-saving cars and 5 million kilowatts of high-efficiency motors, and promote the market consumption of ultra-high-efficiency energy-saving products.
