Today, under the organization and leadership of Chairman Zhuang Su and Secretary-General Chen Sheng of the China Plastics Association Fluoroplastics Special Committee, through the active organization of comrades in the secretariat of the Fluoroplastics Special Committee and the support of many units present, the biennial "China International Fluoroplastics Processing and Development Forum" was held as scheduled in the ancient city of Xi'an, which has a long history, on behalf of the China Plastics Processing Industry Association, I would like to extend a warm welcome to the guests from the United States, Italy, Japan, South Korea, India, Belgium and other countries! I would like to express my sincere thanks to all the guests from all over the country who participated in the forum! Also through you to the fluorine plastics industry hard-working industrial workers to express cordial greetings! And warm congratulations on the convening of the General Assembly!

1. fluorine plastic products industry with the development of plastics industry and steady development

In 2015, China's economic development has entered a new normal, which is shifting from high-speed growth to medium-high-speed growth, and the mode of economic development is shifting from extensive growth of scale and speed to intensive growth of quality and efficiency. The plastics processing industry has achieved stable and healthy development under the support of a series of national macroeconomic policies. From January to June 2015, the output of plastic products of 7140 enterprises was 34.8074 million tons, an increase of 1.46. The accumulated export delivery value of enterprises above designated size in plastic products industry is 106.257 billion yuan. Statistics from the General Administration of Customs show that the cumulative export volume of plastic products nationwide was 7.9985 million tons, an increase of 4.7 percent over the same period last year; the export volume was 29.255 billion billion U.S. dollars, an increase of 3.53 percent over the same period last year.

Fluoroplastics is a fast-growing field in the plastics industry. As one of the important supporting materials for the strategic emerging industries that the country focuses on, new fluoroplastics materials have developed rapidly during the "Twelfth Five-Year Plan" period. We are pleased to see that in 2014, the consumption of PTFE resin in fluoroplastics processing enterprises increased by 15.29 compared with 2013, and the production of PTFE products increased by 13.11 compared with 2013. In 2014, the output of PTFE in domestic enterprises in China was about 85000 tons, an increase of 17.98 over 2013.

With the sustained development of China's economy, the new development economic policy will promote the plastics processing industry to a higher level of industrial consumption. We believe that China's plastics processing industry will continue to develop healthily.

2. Implementation of "Made in China 2025" to Promote Sustainable Development of Fluoroplastics Industry

"Made in China 2025" is the plan of action for the first decade of China's implementation of the strategy of manufacturing power. Implementing the "Made in China 2025", accelerating transformation and upgrading, and promoting the manufacturing industry from large to strong are important tasks during the "13th Five-Year Plan" period. One is to strengthen the industrial base capacity. The weak industrial basic capabilities such as core basic components (components), advanced basic processes, key basic materials and industrial technology foundations are the crux of restricting the innovation and development and quality improvement of my country's manufacturing industry. We must adhere to the principles of problem-oriented, combination of production and demand, collaborative innovation, and key breakthroughs, and strive to break the bottlenecks that restrict the development of key industries. The second is to improve the ability of scientific and technological innovation. Accelerate major scientific and technological projects and industry common technology research, accelerate the industrialization of scientific and technological achievements. Improve key links, key areas and enterprise innovation capabilities. The third is the deep integration of industrialization and informatization, with the focus on promoting intelligent manufacturing. Cultivate the five key points of intelligent manufacturing: digital R & D and design, embedded products of electronic information technology, numerical control of manufacturing equipment, intelligent control of manufacturing process, and digital networking of manufacturing service chain. Four is to strengthen the quality of brand building. Improve quality control technology, improve quality management mechanism, lay a solid foundation for quality development, optimize the quality development environment, and strive to achieve a substantial improvement in manufacturing quality. Encourage enterprises to pursue excellent quality, form brand-name products with independent intellectual property rights, and constantly enhance the brand value of enterprises and the overall image of made in China. Five is the full implementation of green manufacturing. Increase the research and development of advanced energy-saving and environmental protection technologies, processes and equipment, and accelerate the green transformation and upgrading of the manufacturing industry; actively promote low-carbon, recycling and intensification to improve the efficiency of resource utilization in the manufacturing industry; strengthen the green management of the entire product life cycle, and strive to build an efficient, Clean, low-carbon, and circular green manufacturing system. Six is to vigorously promote the development of key areas of breakthrough. Aiming at the strategic priorities of the new generation of information technology, high-end equipment, new materials, and biomedicine, we will guide the gathering of various social resources and promote the rapid development of advantageous and strategic industries.

Fluoroplastics, which enjoys the reputation of "king of plastics", plays an irreplaceable role in industry, construction, transportation, aerospace and high-tech fields with its excellent performance, and is one of the pillar industries of modernization. As a new material, fluoroplastics is the key development area of "Made in China 2025". Strengthening the basic capacity building of the industry, improving product quality and stability, and promoting product breakthroughs in key areas are the keys to the sustainable development of the fluoroplastics industry.

3. enhance international exchanges and cooperation to promote the rapid development of the industry

At present, China has become a major producer and consumer of fluororesin in the world. With the increase of international exchanges and cooperation, China's high-quality and inexpensive fluoroplastic products have attracted the favor of the international market. The share of Chinese products in the international low-end market is not only expanding rapidly, but also more and more products are entering the high-end field, while the export products tend to be diversified. The growth of internationalization has also attracted many well-known foreign companies to participate in the production of fluororesin in China, and many fluoroplastic products have entered China in the form of supporting products. With the increase of international market demand, the export volume of fluoroplastic products in China is also increasing.

Although my country's fluoroplastics processing industry is developing rapidly, new products and new processes continue to emerge, but if Chinese companies want to maintain their advantages in the fierce market competition, they must also strengthen corporate management, reduce energy consumption, and take scale and specialization. The road is to strengthen the alliance and cooperation with the industry and related industries, and learn foreign advanced technology and advanced enterprise management concepts. The biennial international forum organized by our special committee on fluoroplastics has made significant contributions to promoting the development of the fluoroplastics processing industry and related industries. Through the exchange and learning at home and abroad, we not only understand the development trend of fluoroplastics processing in the world, but also make many like-minded partners, which promotes the rapid development of fluoroplastics processing technology in China, and also promotes the development of upstream and downstream industries.

My colleagues! Friends! The plastics industry facing the world is booming, with both opportunities and challenges. We must earnestly study and implement the spirit of the Fifth Plenary Session of the 18th Central Committee of the Communist Party of China, and during the "13th Five-Year Plan" period, we will comprehensively build a well-off level in 2020. At present, China's economic development has entered the "new normal", and the plastics processing industry is entering a new stage of transformation of development mode, structural adjustment and industrial upgrading. We should give full play to the role of industry associations to promote the sustainable development of the plastics industry. I believe that through the joint efforts of everyone, my country's fluoroplastics industry will make greater achievements in product transformation and upgrading, green production, simultaneous development of corporate benefits and social benefits, and strive to achieve greater breakthroughs during the "13th Five-Year Plan" period. Let us be full of confidence, unite and forge ahead, and seek common development, together with the world's plastics companies, and strive to create a new situation in the plastics industry, to meet a more brilliant tomorrow!
